Principles of NHIP
University Health Coverage (UHC) means that all individuals and communities receive the health services they need without suffering financial hardship. It includes the full spectrum of essential, quality health services, from health promotion to prevention, treatment, rehabilitation, and palliative care.
NHF has been tasked with the development of a National Health Insurance Plan (NHIP) which will seek to address three main issues:
- Raising sufficient funds for health
- Ensuring financial risk protection – i.e. financial barriers do not prevent people accessing needed health services
- Reducing inefficiency and inequity in using resources, and to assure transparency and accountability
Benefits expected
NHIP will benefit the economy through:
- Improving population health through more people getting access to a range of effective health services including: preventive, curative, rehabilitative and palliative care
- Increasing economic returns by investing in UHC (up to 10x)
- Stimulating economic growth (more productive workforce)
- Facilitating educational gains (healthier children learn better)
- Empowering women and reducing poverty associated with health costs
- Protecting Jamaican households from impoverishing financial risks
